01

Preliminary Study & Concept Design

We review the client’s requirements and develop the initial concept design, including massing and main elevations. Concepts are refined and finalized following client feedback and approval

02

Draft Final Design (Coordination & NOCs)

We prepare and submit preliminary drawings aligned with relevant authority requirements. Once approved by the client, we proceed to obtain required NOCs from departments such as DEWA, Etisalat, Drainage, Roads, and other stakeholders as applicable. This stage includes architectural, structural, MEP, and interior drawings, along with schedules of finishes.

Final Design & Authority Approvals

We complete final drawings in full compliance with authority standards and submit for approvals and building permit issuance. Project specifications are also prepared at this stage to support accurate execution and procurement.

AUTHORITY APPROVAL PROCESS FAQs

What is the authority approval process in UAE?
The authority approval process in Dubai covers all steps from initial concept design through to building permit issuance — including design development, submission of drawings to Dubai Municipality, NOC coordination with DEWA, Etisalat, Civil Defence, Drainage, and Roads & Transport, and final permit issuance via the BPS Portal. Moduline manages this entire process on behalf of the client.

We coordinate with all relevant Dubai authorities including Dubai Municipality (DM), DEWA, Etisalat (e&), Dubai Drainage, Roads & Transport Authority (RTA), Civil Defence, and other stakeholders as applicable to your project type and location.

The timeline varies depending on project type, location, and the number of NOCs required. Residential villa projects typically take between 3 to 6 months from concept design to building permit issuance, while commercial and industrial projects may take longer depending on authority requirements. Moduline’s experience with the BPS Portal and authority processes helps minimize delays.
