What Is a Building Quality and Safety Certificate?

The Building Quality and Safety Certificate is part of the building safety framework introduced under Dubai Law No. 3 of 2026. It is intended to verify that an existing building remains suitable for continued use after its structural and technical condition has been assessed and any identified defects have been properly addressed.

Obtaining the certificate is not limited to completing an application form. A specialised engineering consultant must inspect the building, complete the applicable technical checklist, determine whether further testing is necessary, document any defects and prepare an engineering report.

Where defects are identified, suitable repair or structural strengthening measures must be developed, approved and completed before the final certificate application can proceed. The final decision to issue the certificate remains with Dubai Municipality

When You Need Safety Certificate?

The currently published Dubai Municipality service applies when:

  • The building has been completed for 20 years or more, calculated from the date of its Completion Certificate.
  • The building is located in the Emirate of Dubai, including private development areas and free zones.
  • The owner has received a notification or circular from Dubai Municipality requiring the certificate.
  • The building is not subject to an active demolition decision from the relevant authority.
  • A qualified engineering consultant whose classification matches the building height is appointed.

Dubai Municipality has stated that implementation will begin progressively with multi-storey buildings. Building owners do not need to initiate the official application before receiving the Municipality’s notification.

Documents to Prepare for a Building Assessment

Preparing the available building records before the assessment can help the engineering team understand the existing structure, previous modifications, and known maintenance history more efficiently.

For the initial review, provide available documents such as:

Dubai Municipality Procedure When No Defects Are Identified

Where the building is compliant and no technical defects are identified:

  • The consultant completes the required information and technical checklist.
  • The technical report, supporting photographs and available test results are uploaded.
  • The required Dubai Civil Defense and Security Industry Regulatory Agency conformity certificates are attached.
  • The application is submitted through Build in Dubai.
  • Dubai Municipality reviews the application and may schedule a site inspection.
  • Any comments issued by the Municipality are addressed and resubmitted.
  • Following approval, the Building Quality and Safety Certificate becomes available through the system.

Dubai Municipality currently publishes an expected processing time of five working days for this route. This period applies to the authority review stage and does not include the time required for inspection, testing, preparation of documents or resolving returned comments.

Dubai Municipality Procedure When Defects Are Identified

When technical or structural defects are identified, the Dubai Municipality procedure is completed in two main phases: approval of the proposed remediation works, followed by repair completion and the final Building Quality and Safety Certificate submission.

Phase 1 — Assessment & Approval

Technical Assessment and Approval to Start Repairs

  1. Inspect and Document the Defects

    The engineering consultant inspects the building, completes the applicable technical checklist and documents the identified cracks, deterioration or structural defects with photographs and supporting information.

  2. Prepare the Technical Report and Repair Proposal

    A technical assessment report is prepared explaining the observed defects, their structural significance and the proposed repair or structural strengthening solution .

  3. Define the Repair Period

    The consultant coordinates with the owner to determine the period required to complete the corrective works. The owner provides an undertaking to complete the repairs within the period stated in the application.

  4. Submit the Technical Report

    The report, proposed remediation methods, repair timeframe, owner’s undertaking, photographs and supporting documents are submitted through the Build in Dubai platform.

  5. Dubai Municipality Review and Work Commencement Permit

    Dubai Municipality reviews the technical submission and may schedule a site inspection. Any comments must be addressed and resubmitted. Following approval, the consultant downloads the Work Commencement Permit to Obtain a Building Quality and Safety Certificate .

Phase 2 — Repair & Certification

Repair Completion and Certificate Submission

  1. Complete the Approved Repair Works

    A contractor licensed in Dubai carries out the approved repair or structural strengthening works in accordance with the technical documents and applicable requirements.

  2. Verify and Document the Completed Works

    The engineering consultant verifies the completed repairs and prepares the required close-out report, supporting photographs and technical documentation under the agreed supervision scope.

  3. Complete the Certificate Documents

    The final documents include the repair reports, Dubai Civil Defense Conformity Certificate, SIRA Conformity Certificate and other required supporting records.

  4. Submit the Final Certificate Application

    The consultant accesses the original application, identifies the contractor responsible for the repairs and submits the final application through Build in Dubai.

  5. Final Review and Certificate Issuance

    Dubai Municipality reviews the final submission and may inspect the building to verify its condition and the completed corrective works. Following approval, the Building Quality and Safety Certificate becomes available for download through the Build in Dubai platform.

Which buildings currently require the certificate?

Dubai Municipality’s published service applies to existing buildings completed 20 years ago or more. The implementation starts progressively with multi-storey buildings, and the owner should begin the official process after receiving a Municipality notification.

Is my building exempt from needing a certificate?

Only in two specific cases: if Dubai Municipality determines the building should be demolished due to structural defects posing a safety risk, or if the owner chooses to demolish the building instead of certifying it — subject to Dubai Municipality’s approval and a maximum one-year demolition window. Outside these cases, certification is mandatory.

Should I apply before receiving a Dubai Municipality notification?

Dubai Municipality states that the owner is not required to take action until the notification is received. A preliminary document review can still help the owner understand the building’s available records and condition, but the official submission follows the authority’s notification.

Who can submit the application?

The application is submitted by an engineering consultancy licensed in Dubai, holding an active commercial licence and a classification compatible with the height of the building.

What happens if the building has already been maintained recently?

Recent maintenance does not remove the certification requirement when the building is notified. The appointed consultant must still inspect the building and complete the approved assessment and application procedure.

What happens when structural defects are found?

The consultant documents the defects, proposes suitable repair or strengthening methods and submits the technical report to Dubai Municipality. Repair works proceed following the required approval and Work Commencement Permit. The consultant then verifies the completed works and submits the final certificate application.

How long is the certificate valid?

The certificate is valid for 10 years from its issue date for buildings under 40 years old and five years for buildings 40 years old or more. Renewal is required within 30 days of the expiry date.

How long does the process take?

Dubai Municipality publishes a five-working-day service period for applications without defects. Where defects exist, the published periods are five working days for the decision on the technical report and three working days for the certificate application after repair completion. Inspection, testing, design, repairs, third-party certificates and returned comments require additional time.

How much does the service cost?

The official Build in Dubai page currently lists the government service fee as “N/A”; this should not be interpreted as confirming that the complete process is free. Consultancy fees depend on the building size, height, available records, inspection scope, testing requirements and whether repair design or supervision is needed. Laboratory testing, conformity certificates, contractor works and other third-party costs are separate unless included in an agreed proposal.

Does obtaining the certificate remove the owner’s maintenance responsibility?

No. Dubai Municipality states that obtaining the certificate does not exempt the owner from continuing the maintenance required to keep the building safe and suitable for occupation.
